The Massachusetts Department of Public Health requires pharmaceutical and medical device manufacturers to disclose certain transactions with anyone who prescribes, dispenses, or purchases prescription drugs or medical devices in the Commonwealth. This includes any fee, payment, subsidy, or other economic benefit with a value of at least $50.
Massachusetts recently updated its reporting instructions and format for the 2018 disclosure due July 1, 2019. In previous years, companies were instructed to use a disclosure template provided by the Department. For 2018 spend, companies are instructed to download the 2018 Covered Recipient List provided by the State and identify each covered recipient on the list who has received a payment in excess of $50 in calendar year 2018 from your company. The company ID, category of payment ID, amount of payment and the number of events reflected must be added to each covered recipient row for which there is spend. Companies must then copy the entire row for each covered recipient who received a payment and paste this information into a new CSV file to be emailed to Pharmameddata@massmail.state.ma.us. Each row of this file will represent total payments to a particular covered recipient within a particular payment category.
The new format includes information similar to what was previously reported, however the order of the fields has changed and additional covered recipient information is being submitted with the spend. The MediSpend team is working to implement the new process and template into our transparency solution. We have developed step-by-step detailed instructions for 2018 submission and would be happy to provide those at your request.
